Security issue or hosting problem

I have web site hosted on 1and1 and often is down with error massage: Bad Request (Invalid Hostname) or Service Unavailable. On Microsoft support web site this is IIS problem. Can be some security issue, maybe ddos attack or someting else or this is unskilled 1and1 administrator?
