web.config encryption and decryption problem in the c drive where os is installed.

for encryption and decryption of the web.config file iam using data DataProtectionConfigurationProvider the problem is when the project was in d drive then
the encryption and decryption of config file working properly .but whn it is kept in the c: drive it is giving a error that unterminate string error it is giving .how this problem resolved.
