encrypted connection string in a custom role manager

Dear all,
            I have a encrypted connectrion string in web.config file as follows:
<connectionStrings>     <add name="ApplicationServices" connectionString="EAAAAApVuEnb432sDEwK/jg7dj9wlrfVKVExd8O7PS7mrSvyogicfsAI3jYeNBBRF0z9CxQXXJFsSjnBolaKvDxZNarDSaGpc/dbCozBn2r9SInJ+ARFvCieH67AVq6U4WxvvA=="       providerName="System.Data.SqlClient" />   </connectionStrings>
So I need to decrypt it when the role manager loading. I implemented a custom role provider as follows:
