Create User Wizard - added step (Roles)

Create User Wizard

Hi all

Can anyone please help me with the below. 

I've tried using ScottsGu's How to add a login, roles and profle system

I have a normal CreateUserWizard with 3 steps.

I can add additional Users Details in Step2

However in Step 3, I display the possible Roles, the 'creating user' can choose a Role but it doesn't take effect.  I.E when that new user logs in, they have full site access.    

Can anyone please see what I'm doing wrong or point me in the right direction ?
