Please help with deleting one record per row. I am pretty stumped.

Hi again, Experts,
We have a bunch of rows on gridview.
All we are trying to do is when user clicks the delete or update button, that only ONE record is deleted at a time.
So far, whether I am attempting a delete or update, all records are getting affecting.
Take the example update statement on the code below, When I attempt to delete a row where Id of that row matches the id on the db, it should update that one row.
We would like to update or delete based on recordId which is unique primary key and the username of the user performing the delete or update operation.
Instead, records are being updated or deleted based on dateId.
