Simple Drag and Drop - What went wrong?

Hi all.  I have a simple example of a drag and drop that I got from http://msdn.microsoft.com/en-us/library/aa289508(VS.71).aspx.  I have done exactly as the instructions state, with the exception of moving the VB code to the markup as one forum indicated.  Nothing has worked.  If I make the code inherit System.UI.WebControls, then it doesn't recognize the MouseEventArgs.  If I make the code inherit System.Windows.Forms.Form, then it doesn't recognize the web elements like the Textboxes.  Can someone point me in the right direction?  Code is below....
