Hi everyone - I have a helpdesk style application that allows users to generate a 'Call Issue'.doc upon clicking a button. Any generated 'Call Issues' are saved into the application folder on the server

The thing is at present only an administrator can create a Call Issue file. I've tried updating the permissions on the Call_Attachments folder so that 'Everyone' has all permissions set to allow except for Full Control, I've also tried setting this folder as a shared folder but still a 'normal' user can't create a Call Issue file.
Can anyone please help me to troubleshoot this to find the root cause of the issue? Here's the code behind my button:
