Iterating through an arrayList

I would like to iterate through an arrayList.... if the condition is found TRUE a cookie is set and if the condition is FALSE a cookie is set. See the code below which is partically working. 
This is the error message: Exception Details: System.FormatException: Input string was not in a correct format.
