how to retrieve the ID after user click submit

Hi there,
I have a SQL Server table called Issues
Issue ID PK not null (1,1)
Issue Title
Issue Notes
I created a form in asp.net (VB)
With submit button
When user enter Title, notes and click submit it call to an usp_InsertNotes, stored procedure
And pass the parameters very simple works just fine and it is multi user environment
Now I also notify users when new issue inserted to the table via email
But I only send a message with the title and the note not the ID
And users want the Issue ID also
Because I don’t know what is the next ID is going to be
My question how to retrieve the Issue ID after user click submit back to the page
