web.config encryption problems

 Hi,
       I am trying to encrypt sections of the web.config file.I am using the aspnet_regiis tool for this purpose.The default "RsaProtectedConfigurationProvider" is the provider.
The issue is I am not able to access the key container for the encryption.
I am sure that the key container has been created,because the following is the output when I try to create it again.
