Iterate through dynamic checkBoxList on page load

I have a checkboxlist that is created at runtime. I need to iterate through the list at runtime to set the check status of each item based on database values. My problem is that chkbx.Items.Count is 0 because when the iteration starts, the dynamic checkboxes have not been created (I assume). If I create the check boxes at author time, the iteration works.
