Literal Control and Server Side Control

I'm trying to use a Literal control to render asp controls. I just can't get it to display the asp controls. Works fine for plain HTML.

ex:

Literal1.text = "<asp:Label runat=\"server\" id=\"lblTest\" text=\"test text\" />"

I tried passthrough, encode and transform. Passthrough and Encode don't display anything. Transform will spit out the literal text.

Any ideas?
