horizontal submenu hover

I have a horizontal menu with a horizontal submenu.  I have the submenu displaying when the parent item is clicked, but cannot get the submenu to display in a clickable format when the parent item is hovered.  Parent and submenus are in user controls.  Parent menu items are table driven via SQL server and displayed based on authentication...a user will only see menu items for which they are authorized.  The submenu items are hard coded.  Any assistance would be greatly appreciated.
