I am building a workflow application that performs actions (e.g. printing, compressing, emailing) on a file.  Each step in the process uses a designated service that monitors a queue, performs an action, then routes the result to the next step.

While there are a limited set of actions that can be performed on the file, the order of these actions are important (e.g. file needs to be compressed before it is mailed).  Moreover, the actions are user defined.

My challenge is routing.  Ideally, when a step has completed, the service would be able to determine the next step for the file and add it to the appropriate queue.  Said another way, I need a way to define all supported actions that can be performed on a file and the order of these action.  In addition, I need a way to define how a specific file needs to be handled.

Thoughts are greatly appreciated.
