Root Pathinfo Parameter works in Visual Studio, but not IIS 6?

Hello,

 How come if in VS, you doing something like http//:localhost:234/site/3, it will actually hit your start page

and you can read / process the URL as needed. In IIS, if you put www.testsite.com/3 you immediately get a 404, even with a default document set?

It never hits the default document.
