Microsoft Visual 2008 Express can't run web configured to run on the .Net Framework 2.0 ?

  I downloaded a forum source, and when i open it by Microsoft Visual 2008 Express, i got announce like this.

 I click YES, but when I press run it, i got this mesage
 

Then I install IIS 5.1, run IIS, run page form ISS, page opened.
So Microsoft Visual 2008 Express can't run web configured to run on the .Net Framework 2.0 ?
And I wonder if I install Microsoft Visual 2005 Express,  It'll work.
