ASP.NET PasswordRecovery Tool not working on production server

 Hi All,
I have been tying to get the PasswordRecovery tool to send the new password to the user on our production server for the past day & a half. Scoured all the boards but can find no reason why this should not be working. I can get it to work on my local machine but it sends out two emails rather than one. Here is my code and hopefully some one can see the errors in my ways.
