Include complete HTML in another HTML Page

Hi,
 
            I am not sure where to ask this - but since I am working in ASP.NET I am posting it here.
 
            I have a number of HTML Pages stored in a DB. These HTML Pages are complete pages (i.e. complete with the <html></html> tags). I have figured out how to retrieve these pages and display them in the Browser. (I simply use the Response.Write(HTMLContentString);).
 
            I would like to Add a TextArea, a DropDownList and a Submit button for Internal Users of my Web Application to make Comments/Notes on these Archived HTML pages. What would be the best way to add these Controls when displaying these Archived Web Pages, with ...
