Biztalk server 2004 configuration problem

Hi guys hope someone can help here as i am at a loss: Biztalk server 2004 configuration problem, we have a config file that we can load but it fails, its also failing when we use the config wizzy, we have tested the dtc with the dtctester and it all passes ok, we do manage to create the BiztalkDTADB, BiztalkMGMTdb but it then fails on trying to create the biztalkmsgboxdb
