Passing parameter to javascript failed

I got this statement failing to work:
Response.Write("<b>File Path: </b><input onkeypress='return false;' onchange='javascript:CheckFileSelected(this.value," & strIncludes_Chk & ");' type='file' name='file1'>")
But if I take out the second parameter, then it works:

Response.Write("<b>File Path: </b><input onkeypress='return false;' onchange='javascript:CheckFileSelected(this.value);' type='file' name='file1'& ...
