Is there an all incompassingvb or javascript function that can distinguish between all browsers (even mobile)

I am trying to do things such as position controls (divs/ panes) correctly for different devices, including the new Motorola Zoom.  I can do a navigator.appVersion and see that Android 3.0 shows up, but there is so much other garbage as well.
Is there an all encompasssing function for mobile and non-mobile that can spit out clean items to check against.
For example, is there a function that can just tell you that you have IE: 9.0, or FireFox 4.0, or Android: 3.0, etc.
