IIS7 Error: The file web.sitemap required by XmlSiteMapProvider does not exist.

I've looked around and tried all the possibilities as to why I'm getting the error "The file web.sitemap required by XmlSiteMapProvider does not exist."  Tried pretty much everything that I could think of.  I would appreciate if someone can pin point what I haven't done.  Below is my web site structure running under (win2k8 R2, IIS7):
Web Site /inetpub/wwwroot
