unable to open web site server could not be found

"Unabke to open the web site 'http://localhost:60394'. The web server 'http://localhost:60394' could not be found. OK, I had this error before when I tried to migrate a project from one computer to another, I found out googling about it that it had something to do with the web project not being in IIS or something in my configuration settings being specified to the local machine. Not sure exactly what, but I can't find that article now. Even when I tried fixing it before by going into IIS and doing whatever was suggested, the articles didn't clearly explain the details, certain assumptions were made that you were already familiar with how to maneuver and do things in IIS and I don't have much experience using IIS. Anyways, I had to google for the specific steps that weren't fully explained, and when I tried to apply those steps the best I could, it didn't work.
