conditional not working right

I have a variable coming from the database that has a comma separator that I'd like to check against a series of IDs inside a While Loop, the variable has data looks like this "1, 4, 6". I believe I have an issue with a conditional statement where I'd like to just check if a variable is equal to another (var1 = var2) forgive my asp lingo / syntax as I've been a php jockey for a while and just now adapting to asp over the last month.

Here is the ASP code I've been struggling with thus far:
