That kookie dropdownlist

I have a dropdownlist that is filled from a XML file.

When the page loads the first item in the list is EmployeeA. I then proceed to change the selection to EmployeeC.
Now when I am filling a command parameter I use this code.
cmd.Parameters.Add("@SUBMITTEDTO", SqlDbType.VarChar).Value = ddlsubmittedto.SelectedItem.Text

Now I would expect the text to be EmployeeC because that is what I selected and that is what is showing in the dropdownlist but no the kookie dropdownlist returns EmployeeA.

WHAT?

Seriously what is the trick?
