XHTML Validator says I need to encode & as &

XHTML Validator says I need to encode & as &amp
Error "cannot generate system identifier for general entity" and other errors happen because an href is not encoded.
Does asp.net have anything that will encode url's in this way.  HttpUtility.Urlencode encodes it in a different way.
