URLScan 3.1 Help Needed

I am using UrlSacan 3.1 with c# to read UrlScan logs. I can view and edit ini file in windows explorer. But when I am trying to open it from c# code, I am getting error "The System Can Not Find The File Specified". I looked permissions, security... But I can not open neither UrlScan.ini nor Logs from c# code. When I copy files to another directory (like c:\test), I can read all both ini file and logs. I need help. Thanks.
