Managing user functionality on page

Dear All,

    Currently I'm developing a web application using ASP.NET 4 (intranet application)

    And I want to know how to manage user action for each page,
   
    The default SQLMembership only provide mechanism to restrict user access base on folder using web.config.

    Below is the example what I want to achieve:
    user : Bob
    Role : Admin
    Page : TransactionPage
    Action : view, insert, edit, delete

    user : Billy
    Role : worker
    Page : TransactionPage
    Action : view 

    user : Sam
    Role : Dealer
    Page : TransactionPage
    Action : view, edit
