How to download files from a folder

Hi,
I have created a folder named Images under my project file. I have a file upload control and a upload button. By clicking the upload button Image files are successfully uploaded to that folder.In database, file name,path and unique Id automatically assigned when I successfully upload.Now I want to download files from that folder. How can I do this?
