ProviderBase.Initialize() necessary to call for Custom MembershipProvider for .CreateUser()???

Hello,
Consider Microsoft's code example for a custom membership provider in the following link:

The problem is that when I go to CreateUser, the MyCustomProvider.Initialize() method does not get called and therefore the web.config values are not setup.  (for some reason they are called when I submit the Login control though).  I set the MembershipProvider of the CreateUser control to MyCustomProvider but it did not help.  Any ideas?
