"Access to the path is denied." - I've tried everything :(

I have a class that moves uploaded files in my ASP.NET application. On file.MoveTo() I am getting an "Access to the path is denied." error. I have granted full permissions to MACHINENAME/ASPNET and to NETWORK SERVICE, but neither worked. I have also tried impersonation using my local machine admin account, but this didnt work. I know the path exists and what I am doing is legal - it must be a permissions issue but I have no idea what. I should say that this is running in debug mode within Visual Studio.
