How to bind an XML file to dropdownlist using 3 tier architecture

Hi,
I have an xml file. I need to bind the value to dropdownlist's DataValueField, and item to drodownlist's DataTextField, using 3 tier architechture. Can anyone help me out?
The xml files is as follows:
<?xml version="1.0" encoding="utf-8" ?>
<Scores>
  <score value="0">0</score>
  <score value="1">1</score>
  <score value="2">2</score>
  <score value="3">3</score>
  <score value="4">4</score>
</Scores>
