Include file

I'm trying to include one .aspx page in another .aspx.  I know you're supposed to use a user control, but in this case, I need to use an old-school include.  I can bring up the page I want to include in the browser file (ie, no compilation errors), but when I uset this to to include it:
 <!--#include file="/inc/navLeft.aspx" --> 
I get this error:
