Does .html can be dynamic?

I saw a website recently which his pages was in .html but the data that was on each and every page look dynamic(like they where just got out the DB).
It get me thining that maybe its all in JS, but its not.

Can it be that this html pages have some sort of server side actions (asp/asp.net/php etc..)?
