Get asp.net to not change   in Select

I want to use a DropDownList where the items with extra spaces in them by using the non-breaking spaces   . However, when I do this, the html written out changes the spaces to
 . Is there a way to get it to do what I want instead of encoding it?
<asp:DropDownList Id="ddlTest" runat="server">
<asp:ListItem value="1" text="&nbsp;&nbsp;One&nbsp;&nbsp;" />
<asp:ListItem value="2" text="&nbsp;&nbsp;Two&nbsp;&nbsp;" />
</asp:DropDownList>
 
Also, as a side question, why does the asp.net forum editor add a an extra blank line each time I hit the enter key. Is there help on using the forum message box?
