restrict normal to click a "APPROVED" click box

Dear all, 
I am facing some problems, I created 2 users which is Administrator and Normal User. In Normal user page, there is a "APPROVAL" click box which I don't want user to click it, this can't be click by normal user. ONLY Admin can click the APPOVAL(click box). how do I to code it?
AND how to store the record ?
