modify label property to public

Im using VWD2008 and trying to modify one of the label properties , Label1 to public from protected.

Remember in earlier version of ASP.NET , it displays

Protected WithEvents Label1 As System.Web.UI.WebControls.Label at the top.

However, from what i have right now is to navigate to Object Browser - System.Web - System.Web.UI.WebControls -

and then go to Label and then right click - Find All References

then i will have a list of labels available in the project at the bottom find symbol results.

Now, i try to change it to public, it says 'The definition of the object is hidden'
