Asp.net design problem

i need to refresh the browser to load the controls properly.
 
i had two textboxes t1,t2 and button b1 well  placed in table
later i added textbox t3 and label l1  into the table
 
but browser showing only t1,t2 and b1
later upon refresh i got back left over controls t3 and l1
 
whats the solution for this
