HTML markup: what is the best way?

I have read dozen of articles, but I still have this doubt:
What is the BEST way to create HTML markup programmatically?
I know I can use StringBuilder, HttpTextWriter and (I work on MVC app) TagBuilder.
HttpTextWriter look powerful but too verbose for me. StringBuilder has nothing to help you. TagBuilder is fine, but isnt very good if you have to create more than 1 markup line.
So, what do you think about? There are some other method I dont know?
