Email message -- trying to create a hyperlink within the body of the email that is going out (right now it is just a string)

Below is the email message I have going out to my user's manager when they submit a Purchase Requisition form via my PRForm.aspx page.  If you look in the NotifyDOAs2 method -- there is currently a string (statement5) that shows the url of the PR (so if the manager wants to go and sign off on it they know where to go). How could I get this to be a hyperlink to this url -- since this is all in the vb.net backend code when I'm sending out the email. Again the code is below -- any help is appriciated because right now my managers are having to copy / paste the url i put in the string -- statement5 and put it in their address bar of IE to get to the page.
