Href/css only work in IE?..

  <link id="cb_linkRef1" rel="stylesheet" href="~/css/page-newimagegallery-default.css" runat="server" />  I'm linking to a stylesheet/css file in one of my webforms, and I've got the following line of code in the Head section of my html page:
<link id="cb_linkRef1" rel="stylesheet" href="~/css/newimagegallery.css" runat="server" />

This only works in IE though, when I load the page in FireFox or Chrome, it doesn't show ANY of the css from my css file...
the "href" renders like this in the source file:  href="../css/newimagegallery.css"

any ideas?...
