Im writing an app and a part of the app is that it will send out an sms when the user clicks the "send" button. I was given this fragment of code which is supposed to send the sms and I dont quite understand it.

I think this code isnt full but I was told this was all but I dont really get how to write it in C#. My entire app is in C#. Can someone please help me translate what the code is in C#?
