Can't reset user's password

I'm trying to reset a user's password. I.e. an administrator can pick a user and type in a password in the password box and hit reset and it changes their password. I have a couple problems. 
I can't use the user.getpassword method, I need to have password retrieval off for security reasons.
When I try this
Dim user = Membership.GetUser(userId) user.ChangePassword(user.ResetPassword(), pwInput.Text) I get this error
"Value cannot be null.
Parameter name: passwordAnswer"
I understand that it's saying the reset password needs the answer, but intellisense lists one of the options as that being blank. How do I either reset the password, or get the user's password answer? Thanks,
