Creating a dynamic number of dropdownlists

I want to create a dynamic number of dropdownlists on a page, but, I need the control to runat="server" and I know that <% =#%> does not work, so, how can I create 25 separate controles with a loop?

By NOT WORKING, I mean that the name of the control below (from the aspx.cs point of view) is "ddltheexpertise<%=i%>" INSTEAD OF "ddltheexpertise22".
