Delphi 5 DLL to use in asp.net /bin (Tlbimp.exe)

I have a  delphi5 dll, it is a WINDOWS DLL
I wish to use it in my asp.net 2 /bin folder ..(vb.net/MSVS 2005)



Will this Tlbimp.exe do this for me ???
What would be the commands to do this??
UPDATE: So far did this
MSVS 2005 Command Window
>tlbimp c:\TEST\In\dsXXX.dll /out:c:\TEST\Out\dsXXX.dll


I get error : Command "tlbimp" is not valid.
Any ideas
