can someone help me to explain what this is doing

Hello,

 I have a line of code and I was just hoping someone could let me know what this is doing -

Settings.GetInstance()["ElService"];

 Now Settings is a class and its getting an instanvce of that class I get that but I'm unsure as to what the "ElService" in the brackets is doing - is it naming the instance etc?.
