Cannot upload PDF files with .pdf extension

I wrote the code to upload PDF files only - I check only for .pdf extension to verify if the files are pdf or not
The code works perfectly fine but some of the users who are on different network are not able to upload .pdf files even with .pdf extension
Does anyone know why? IS it a Browser issue or proxy server issue? If yes then how exactly can I fix it?
