Software to Limit outgoing emails or Monitor Number of emails to prevent sending spams in hosting server

Hi,
By default, Plesk (Windows) comes with the Free Version of MailEnable which does not have any feature to Limit outgoing emails. However, if user choose to upgrade to the Enterprise Edition, this feature will be made available. Are there any free soft ware to do this job?
