Strange problem with RadioButtonList

Here is something I hope someone can explain.
 I have a RadioButtonList. I hardcoded 3 listItems. when I switch back and forth between the designer and aspx code, the designer will copy and paste TONS of one particular listItem's text. Here is my code:
 
<asp:RadioButtonList ID="rblstAttestments" runat="server" OnSelectedIndexChanged="rblstAttestments_SelectedIndexChanged" AutoPostBack="true">
    <asp:ListItem Value="0">A citizen or national of the United States</asp:ListItem>
    <asp:ListItem Value="1">A lawful permanant resident. Provide Alien #:</asp:ListItem>
    <asp:ListItem Value="2">An alien authorized to work until... <span class="smallText">Provide date...</span></asp:ListItem>
</asp:RadioButtonList>
