rewrite rule with multiple matches for same action

I have this rewrite rule

<rule name="province">
    <match url="^province/([a-zA-Z0-9-]+)$" />   
    <action type="Rewrite" url="search.aspx?search=1&amp;province={R:1}" />
</rule>

I want that this action is linked to other matches as well, pseudo code:

<rule name="province">
    <match url="^province/([a-zA-Z0-9-]+)$" />   
    <match url="^region/([a-zA-Z0-9-]+)$" />   
    <action type="Rewrite" url="search.aspx?search=1&amp;province={R:1}" />
</rule>
